The Leonida Keys stretch south off the mainland as a string of smaller islands, and everything about how they've been depicted so far leans into a slower, sun-soaked rhythm — a place people visit to relax, not somewhere the main hustle of Vice City reaches easily. That contrast in pace is clearly intentional. Tourism is the visible economy here: boat rentals, waterfront bars, the kind of small businesses that live and die with the season. But the islands' real value, at least to the story's criminal cast, is what that same isolation and open water access makes possible once the tourists go home for the night. That's exactly the territory Brian Heder has carved out for himself, running his boat yard and smuggling operation out of the Keys precisely because it's easier to move things quietly through a scattered island chain than through a dense, watched-over city. It's also where Jason has roots, giving the region a personal weight beyond just scenery. Expect the Keys to lean heavily on boating in a way the mainland doesn't — open water traversal, island-hopping, and the kind of geography that rewards a good boat over a good car, a first for how central that traversal style has been to a GTA setting.
